Most "zero trust" still runs on trust.

The policy engine authorizes a request based on whatever it's handed: a role, a token, a claim. It trusts the endpoint is what it says it is. It trusts the signal without checking where that signal actually came from.

Trust the signal, and zero trust just becomes trust with more steps.
