People forget just how shameless bad indie games were before the two hour refund policy came in.
The main reason Valve added it though was to get ahead of a big consumer rights push happening all over the world at the time. Australia and EU (iirc) both have Valve legal challenges of their previous strict refund policy, and Australia won (and I think EU did too). To prevent any more losses, they blanket added the 2hr refund window everywhere else.
If the 2hr window is removed then games will get worse, valve will get sued everywhere, and refund permissions will be expanded.
