The issue before these 2 Judges Bench now was only this: To refer or not to refer. Nothing more. Nothing less. At that stage how do you expect them to enter into merits?

Student suicide pains me for days together. More Dalit Students and vernacular medium students commit suicides due to academic stress. In my report to Hyderabad High Court, I had suggested that bar for promotion for such students be reduced so that they do not face loss of year.
