It Might Be Time to Dust Off the Counterterrorism Playbook

Over the last several years, we have watched terrorist organizations regain space, rebuild networks, expand training, and operate with increasing freedom from established safe havens.

Now we are seeing something else: confidence.

Senior leaders are becoming more visible. Relationships once hidden are becoming more open. Propaganda is becoming bolder. The messaging is shifting from survival to the future.

None of these indicators prove exactly what is coming next. But they are not indicators we should ignore.

Historically, terrorist organizations become more cautious when they are under pressure. They become more visible when they believe conditions are moving in their favor. That should get our attention.

The mistake is not failing to predict the exact attack, target, method, or timeline. The mistake is waiting for those answers before increasing readiness.

Counterterrorism readiness is not a switch you flip when the first bomb goes off. It is a discipline that must be maintained long before a crisis emerges. Plans should be reviewed. Exercises should be run. Communications should be tested. Assumptions should be challenged. Institutional knowledge should be refreshed.

For years, many of these capabilities became second nature. We built them because we learned hard lessons. The danger is not that we forgot those lessons. The danger is that we stopped practicing them.

Because the most dangerous phrase in national security is often: "We're still trying to figure out what's happening."

The warning signs do not always arrive all at once. They accumulate over time. A more visible leader. A bolder propaganda release. A training camp. A public statement that would have been unthinkable a few years earlier. Each indicator can be explained away on its own. Together, they tell a story.

And when enough indicators begin flashing at the same time, the responsible response is not to wait.

It's to get ready.

President Trump is calling on Senate Majority Leader John Thune to immediately fire Parliamentarian Elizabeth MacDonough, accusing her of blocking key Republican priorities.

Sen. Marsha Blackburn (along with Sens. Marshall and Tuberville) is leading efforts to impose term limits on the position, limiting the Parliamentarian to one 6-year term, to restore accountability and remove entrenched power.
