It's about 50M higher than I think it needs to be, but is a better proposal than the last one for 300M (+2026 @ 250M). Both are good, but as a DRep I would and likely will vote in favor (Yes) of @IntersectMBO's submitted NCL.

1. It's an NCL, not a committed spend. I've seen how many have been working through the budget, it's an uphill climb for budgets to get their first ask.

2. This leaves ample room for multiple budgets to exist which I suspect will, and will more than cover some big ticket items. It leaves ample room for anything else coming our way should we need it.

3. I'm in favor of preserving the treasury, truly. At the same time, I'm also a bit concerned over not striking when opportunity knocks and there's a lot of pro crypto shifts around the world right now which will be bring, likely, some things to the table we might want to pay for. The NCL limit where it's at, to me, aims to achieve a net impact of 0 ADA at the end of the year within a margin of error. Yes, you could just set it lower (ie 300M) and have more confidence you won't go over, but again a reminder the NCL is not a commitment on spend. It's a limit.

4. I have my doubts that we as a community could get enough DReps together, even the super majority out there, to pass budgets that hit that 350M in total. It'd be possible, but so far anything proposed has had a constant pressure of down only for it's final numbers. While this could be done with the NCL at the same time, I'd like to respect the need for a little breathing room, and not push away opportunities that down the road would result in having to push another governance action to increase the NCL (say from 200-250 to 300 to cover some opportunity or needed thing).

This got much longer than I intended at the end of the day. If I were to summarize, however - I'd like to see a stronger NCL (300-350M) put forth in the first year of governance. I firmly believe opportunity is high for effective spend while risk is low. As we near Epoch ~600 we'll have a good idea on what 2026 ought to look like without throwing away opportunities because we didn't allow any headroom in the NCL. For me, I'd save that effort for budgets. Otherwise, a lower NCL continues to force budgets lower and lower until it becomes ineffective (imo).
