Principal Secretary for Medical Services, Dr. Ouma Oluga, today chaired the Healthcare IT Digitization Programme Steering Committee meeting, bringing together the Safaricom Consortium, the Digital Health Authority (DHA), the Social Health Authority (SHA), the Kenya Medical Supplies Authority (KEMSA) and other implementing agencies to review progress in the implementation of the Universal Health Coverage (UHC) digital transformation programme.

The Steering Committee reviewed the implementation status of key project milestones, assessed governance and coordination mechanisms, and considered measures to accelerate programme delivery in line with the Government’s Digital Health agenda. Discussions focused on strengthening project governance, streamlining milestone implementation and certification processes, enhancing inter-agency coordination, and resolving emerging technical, contractual, financial and operational issues.

Dr. Oluga emphasized the importance of strong governance, accountability, transparent communication and close collaboration among all implementing partners to ensure the timely delivery of agreed milestones. He reaffirmed the Government’s commitment to building a secure, interoperable and resilient digital health ecosystem that supports Taifa Care and advances the realization of Universal Health Coverage.

The Steering Committee agreed on actions to strengthen coordination, improve documentation and communication, expedite the resolution of outstanding technical and contractual matters through the relevant committees, and enhance oversight to ensure seamless programme implementation.

The meeting was attended by Social Health Authority Chief Executive Officer Dr. Mercy Mwangangi, Digital Health Authority Chief Executive Officer Eng. Anthony Lenaiyara, representatives of the Safaricom Consortium, the Kenya Medical Supplies Authority (KEMSA), and other implementing agencies.

President William Samoei Ruto has called for comprehensive reforms to the global health architecture to promote equity, strengthen preparedness and build resilient health systems, particularly for African countries.

The statement, delivered on his behalf by Principal Secretary for Medical Services Dr Ouma Oluga during a high-level African Union side event on multilateral health cooperation, underscored that the COVID-19 pandemic exposed structural inequities, including delayed vaccine access across the continent.

The President urged reforms to global financing mechanisms to ensure timely, affordable and predictable resources for pandemic preparedness and response, noting that growing debt vulnerabilities continue to limit fiscal space for health investments in many African countries.

He reaffirmed Kenya’s commitment to Universal Health Coverage, highlighting that more than 29 million Kenyans have been enrolled under the Social Health Insurance framework, with the most vulnerable populations fully subsidised by the Government.

President Ruto further emphasised the importance of a One Health approach, accelerated local pharmaceutical and vaccine manufacturing, and strengthened collaborative research across Africa, supported by institutions such as the Kenya National Public Health Institute and the Kenya BioVax Institute.

He called on African nations to transition from fragmented and reactive health systems to a coordinated, South-led global health architecture anchored on shared sovereignty, sustainable domestic financing and innovative continental funding mechanisms.

The Principal Secretary for Medical Services, Dr Ouma Oluga, has urged a practical, people-centred approach to data sovereignty, stressing that health data policies must prioritise saving lives and improving care rather than ownership alone.

Speaking at the Sensitive Data Sovereignty Conference at Tangaza University, he noted that while health data belongs to the Kenyan people and must be protected under national laws, overly restrictive controls can hinder data sharing, disrupt referrals, and undermine patient care.

Dr Oluga highlighted the role of timely, interoperable data in maternal health, disease surveillance, and clinical decision-making, citing progress in digitisation, AI use, outbreak detection, and insurance claims processing. He called on researchers and innovators to transform data into locally relevant solutions that strengthen Kenya’s health system.

PS Medical Services Dr Ouma Oluga today conducted a working visit to the Kenya Medical Research Institute (KEMRI) headquarters in Nairobi to assess research infrastructure and strengthen alignment of health research with national priorities in support of Universal Health Coverage (UHC).

The visit reaffirmed the Ministry of Health’s commitment to strong oversight of biomedical research, closer collaboration between policy and science, and evidence-based decision-making to improve disease surveillance, innovation, and access to quality healthcare.

Dr Oluga toured key research and laboratory facilities and the KEMRI Graduate School, where he was briefed on ongoing work in product development, vaccine research, clinical studies, and innovation, as well as efforts to build Kenya’s health research capacity.

He emphasised the need to better connect the sector’s intellectual and financial capital to national development priorities, strengthen communication of research value, and translate evidence into tangible health impact. He urged KEMRI to lead in strengthening legal and policy frameworks, advancing public-private partnerships, and ensuring sustainable research implementation.

Dr Oluga reaffirmed the Ministry’s full support for KEMRI as a critical partner in advancing science, innovation, and skilled human resource development for a stronger health system.

The PS was received by KEMRI Board Chair Dr Abdullahi Ali Ibrahim and Acting Director General Prof. Elijah Songok, alongside Board members, senior management, and research scientists.

PS Medical Services Dr Ouma Oluga @fnoluga joined Health CS Hon. Aden Duale in a consultative meeting with the National Police Service, Kenya Prisons Service, and the Social Health Authority (SHA) to discuss the transition of police officers from private medical insurance to the Social Health Insurance Fund (SHIF), following a directive from H.E. the President.

The meeting agreed to establish a joint technical team to guide the transition process and ensure continuity of healthcare services for officers during the shift.

The move aligns with the Government’s Universal Health Coverage (UHC) agenda of delivering equitable, sustainable, and quality healthcare for all Kenyans.

Also present were Deputy Head of Public Service Mr. Amos Gathecha, SHA Chief Executive Officer Dr. Mercy Mwangangi, Digital Health Agency Chief Executive Officer Eng. Anthony Lenayara, and KNPS Accounting Officer Ms. Bernice Sialaal Lemedeket, among other senior government officials.
