Humans don't become better. If institutions could change people schools in the inner city would produce lower levels of a crime, lower incidence of post institutional incarceration, higher levels of graduation, lower incidents of teen pregnancy, social dependence, and gradual increases in the overall standard of living for the community over time as their effects compounded. It's a matter of choosing the option with the best intentions verses the one with the best results. Wishful thinking and delusional hope for success in an field that has been studied and tried countless times doesn't serve anyone other than those in power who manipulate the failure of flawed dynamics to lobby for systemic bias and historical oppression narratives.
