Long-term, is the goal for the server to be the authority on combat decisions rather than trusting the client?

I have a few questions regarding the game's networking, future anti-cheat plans, and hit registration.
First: Is the game fully server authoritative, or are there still areas where the client is trusted for movement or gameplay decisions?

Regarding hit registration:
Are there plans to move toward fully server-authoritative combat, where the server validates shots before applying damage?
Specifically:
• Does the server validate fire rate, ammo, player state, and shot origin?

Has the team considered any form of "affiliation" system for confirmed cheaters?
For example, players who repeatedly group with known cheaters receiving escalating penalties after investigation.

Are there plans to improve movement validation around vehicles and player states?
Examples:
• Ships having their own movement system so players inherit ship movement correctly

@davetron Local game shops are price gouging spiritforge, I thought you guys were against lgs's scalping your product. MINMAX in Addison IL is advertising selling for $220 because they said they know scalpers who will buy it regardless of price for resale. How is this allowed?
