The first thing undocumented foreign nationals learnt about SA is the PIE Act & it's gaps.

For instance, a person can not be evicted from unlawful occupation without a court order.

Then they learnt that due to a lengthy court roll, it can take no less than 6 months to have the eviction heard and that they could stay for free for this period.

They used the Act to occupy a house, land after house & land, hijacked buildings & properties.

The drafters of the Act never intended it to be used by skilled criminals from outside but it's exactly what happened.
