Also unlike coal, hydroelectric generators have close to no ramp up time, going from %5 to 100% almost instantly, and can be run with low output.

Hydro is simple to lower output by just adjusting the bypass rate, the same way we adjust for off peak hours. Nuclear is also capable of modular output. You really don't know the first thing about this.
