@vdupouey I think all EU nationals already decided to ban kiss as greeting post-COVID. However, France in its entrenched cultural exceptionalism requires this tradition to go on. This resulted in an EU compromise where ‘neck-kisses’ would happen once a month.

As a trained jurist in EU constitutional law, I do not see any added value in explicitly including the primacy principle within primary law. On the contrary, this will remove the flexibility required for a constructive dialogue between national courts.
