Senator Marcoleta has been found out manipulating the direction of the flood control project scandal probe by having the Discayas be put under the Witness Protection Program of the DOJ early and without correct procedures in order to steer away the spotlight from the clear involvement of the Duterte administration and some Senators he is protecting.
