This is common sense.

If you can't vote in person, you should have to prove you are who you say you are, you do live at that address where you are requesting the ballot to be sent, and you are indeed a US citizen.

What has always been the anomaly has been the practice of sending out millions upon millions of mail-in ballots where NOBODY had to prove they live there, they were requesting the ballot, and they are citizens.
