Tesla is still in the pilot phase and developing the autonomy. They are using the public to help develop the product in this pilot phase.

Musk told us two months ago Tesla has not solved autonomy yet. The world will know for sure when Tesla solves autonomy.

They are not in a State like Cali where the State does the certification.

Tesla is still in their Pilot phase until they solve autonomy, but taking paying passengers to give the appearance that Tesla is live and not in a pilot phase.

It was slowing down assessing the movement of the crossing car. It did miss the tree covered stop sign

If US branded automakers were managed better, they could provide cheaper cars for Waymo to use. You can't blame Waymo for not wanting to overpay for cars, They have a Fiduciary responsibility.
