Part of Set 17's comeback mechanic: Pengu will offer better rewards the lower your current placement in the lobby.
If players are already out, your placement is relative to the new bottom. E.g. if 1 player is dead, then 6th/7th will be offered the 5-costs on Stage 4.

The only riskier ones right now are Cho'Gath (doesn't get stacks), Twisted Fate (if you roll a 1 first) and Veigar (nerfed twice).
