@CalvZynisT He's also all-knowing. He knew before the dawn of time who would believe and who would not. Foreknowledge comes before predestination. Romans 8:29 and 1 Peter 1:2. THIS means free will exists. Adam and Eve had free will and passed that down for all generations.
