Strong self-government is only achieved when we're looking for ways to make our democracy stronger.
Waterloo can be one of Canada's leaders in maintaining a strong democracy. That's what we're all about.
We support improving elections in every way possible, not just the underlying system.
Paper ballots are the only option which provide the confidence our elections need.
Election reform is on the march. More municipalities will use ranked ballots in 2022 than did in 2018, and that's good for democracy in Canada.

Was this a joint report from all the city clerks? Or does this information come from one (or a few) specific clerk(s)? We'd like to speak with them to ensure we understand all the hurdles and what parts of the legislation create them. Thx!
@JamesHoweWR @kamorant Our impression was that neither Kitchener nor the Region even took a vote in council on changing their systems. They had the right to, but didn't and stayed with the status quo by default. Are we mistaken in this? If so, do you know when those councils voted on this?
@JamesHoweWR According to the act, cities are free to determine their election system, and the region is free to determine its election system. Of course, having support at one level will make it easier to gain support at the other level. And mayors are on both city and regional councils. 2/2

It's difficult to be sure of process when there's so little precedent. But this is all governed by the Municipal Elections Modernization Act, 2016. We've read it and there's nothing to suggest the two tier system would impose additional hurdles in #WaterlooRegion. 1/
