It appears people are conditioned for prison and lack of credible enforcement is a key element.

last year, my cousin in el salvador had an ex-boyfriend (an amicable separation), the father of her child, sent to one of the evil prisons in el salvador. he died in there, and for 2 weeks they wouldn’t let her see his body or tell her the cause of death (1/2)
