If ethanol blending in petrol is being called an "experiment on the public" today, then what was the same policy in 2001, 2004, 2006, and 2013?
Public records clearly show that a pilot programme began in 2001, a formal announcement followed in 2004, E5 (5 percent ethanol blending) was already implemented in several states by 2006, and the policy was officially notified in the Gazette of India in January 2013.
The current government has certainly expanded the programme, increased the blending percentage, and accelerated its implementation. That deserves either praise or criticism, and that is fair. But to claim that the entire concept is new, or that it is an abrupt experiment launched now, simply does not align with the official record.
Some facts that deserve to be in the public domain:
Ethanol blending in petrol did not begin recently. It was initiated under the UPA government, with the policy formally notified in the Gazette of India in January 2013.
The groundwork, however, goes back even further:
• A pilot ethanol blending programme was launched in 2001.
• The programme was formally announced in 2004.
• E5 (5% ethanol blending) was rolled out across multiple states by 2006.
• The policy framework was subsequently notified in the Gazette of India in January 2013.
The current government has expanded its scale. But the origins of the programme are a matter of public record. Public debate should be informed by facts, not selective narratives.
NHAI regrets the inconvenience caused to NH commuters due to the road surface cave-in at a location on the Delhi–Dehradun Economic Corridor following rainfall. The section has been restored and opened for regular traffic movement.
The incident occurred due to localized water stagnation, as the permanent cross-drainage system at the location could not be commissioned due to sustained resistance from local residents, who did not permit integration of the balancing culvert and instead used the culvert opening as a vehicular crossing. This prevented the intended drainage arrangement from becoming operational.
Following yesterday's incident, NHAI immediately undertook restoration works and has commenced construction of an interim parallel drain to ensure safe disposal of rainwater until the permanent drainage system can be commissioned. The affected location is under continuous monitoring to ensure safe and uninterrupted traffic movement.
Taking serious cognizance of the incident, Show Cause Notices have been issued to the concerned Project Director, Authority Engineer and EPC Contractor, while the Team Leader of the Authority Engineer and the Project Manager of the contractor have been suspended.
NHAI remains committed to taking all necessary measures to ensure resilient and reliable National Highway infrastructure.
