The whole case was on contogiency because it was obvious violation, cost under 10k took an afternoon for the Charter application took be heard two years after the illegal arrest. I'm not allowed to say how much or get into details but it was enough to leave that shithole town and relocate.

The Charter does work and keeps police inline to prevent abuses like this.
