Europe is preparing to talk directly to Putin. According to the Financial Times, two main options for ending the war in Ukraine are now under discussion:
• Freeze the conflict along the current front line + Ukraine stays out of NATO
• Ukraine cedes all of Donbas to Russia + joins NATO
Channels for a call between European leaders and Putin have already been opened. At the same time, Trump has announced a three-way meeting with Putin and Xi Jinping.
Realistic scenarios currently point to restored gas transit through Ukraine, no NATO membership for Kyiv, and temporary recognition of occupied territories. The key question is how much influence Ukraine will still have over the final terms.

BROKEN LEADERSHIP

In September, with winter coming and Russian missiles still hitting Ukraine's power plants, Zelensky's government ran short of cash and did something remarkable: it put the money for bomb shelters on hold.

The public found out from Roksolana Pidlasa, who chairs parliament's budget committee. The Finance Ministry had pushed capital spending planned for the fall into December: about 39 billion hryvnias, roughly $900 million, for September alone. That money was meant to build shelters in schools and hospitals, put protective structures around energy facilities, and pay for the resilience plans cities need to get through the winter. She said it was needed now, not in December, and warned that many of these projects may not get funded this year at all.

Then payments to Kyiv and other cities stopped. Ukraine's Association of Cities said money for protecting energy facilities, preparing for the heating season, cleaning up after missile strikes and rebuilding destroyed homes had been halted. It questioned whether that was even legal under the budget law. At the time, the government offered no explanation. On October 1, Russia launched another major attack on the grid. Only this week did word come that part of the money to protect Kyiv's energy system had been released. It’s the fifth year of the war, I remind you.

Now, let's be clear about one thing. Russia started this war. The invasion is a crime, and so is the deliberate bombing of Ukraine's homes, hospitals and power grid. The International Criminal Court has issued arrest warrants for Russian commanders over the strikes on the grid. Nothing Zelensky has done changes that. Every one of those missiles is on Putin.

But Ukrainians are paying for this war with their lives, and they deserve leadership that knows what it's doing. Telling the truth about Zelenskyy's governance record isn't doing Putin a favor. It's the least Ukrainians are owed.

So look at the record.

Zelenskyy went after Russia's oil tankers. Putin threatened to cut Ukraine off from the sea, and this summer he did it. Shipping to Ukraine's ports largely stopped, and Ukrainian farmers are now getting about a third of what they used to for their wheat. Russia rerouted much of its trade through the Baltic and other ports. Ukraine doesn't have a Baltic.

Zelenskyy took the warehouse war to Russia's biggest online retailer. Russia escalated right back. His own agriculture minister says about 90% of the logistics behind Ukraine's grocery chains is gone. Russian strikes have also idled the plants that make 90% of Ukraine's steel.

Zelenskyy hit Russia's refineries, the one campaign that at least had some effect beyond TikTok. Putin admits it cost Russia about 1% of GDP. Russian missiles kept falling on Ukraine's power grid anyway, and clearly the refineries campaign has failed to deter Putin in any way, shape or form.

Along the way Zelenskyy picked fights with Poland, then South Korea, and now Trump, who says Ukraine needs a new president.
