Border roads, frontline reinforcements and defense modernization are about credible deterrence. India has no incentive to fight a war with China. China, in pursuit of Asian unipolarity, may have the incentive to attempt a border incursion. But it is not so simple. Beijing’s main focus is Taiwan, and in the event of a blockade or military action, it would strongly prefer conflict to be limited to a single theater. It is entirely possible that China turns its attention to Arunachal Pradesh and Ladakh subsequently. Or if Xi needs to gamble for a win, and Taiwan proves challenging to annex, India could be on the radar sooner rather than later. It would, however, be extremely reckless. Going for Taiwan would have greater buy-in from the party than attempting significant kinetic action against India.
The US knows it is stretched thin. It therefore increasingly relies on proxies to advance its interests. For example, Ukraine, Turkey, Israel, Pakistan, Syria, Philippines and others are encouraged to act in ways that reap rewards for their respective governments and the US’. For India, the China threat is real, but its independent assessments of threat perception are of greater value than a generic Pentagon report at this stage. New Delhi has no interest in getting drawn into a conflict, least of all one that advances American interests in Asia. There are no upsides, strategic or financial. What it seeks is adequate deterrence to thwart Chinese adventurism and hold its ground.
When the perceived potential costs of engaging India in a kinetic conflict outweigh the benefits of diplomacy and economic engagement, be it bilateral or even trilateral with Russia, the border gets derisked. The Russians, given their long and fractious history with China, would be invested in balancing relations as much as possible. Despite its relatively smaller economy and growing dependence on China, Russia’s geography gives it leverage. Moscow also looks deeper into the future, and a more economically balanced and stable Asia is in its interest. A decisively unipolar Asia led by China would not serve Russia well, especially given vulnerabilities in the Far East. By extension, it would not suit the Americans.
The Modi-Xi-Putin meet at the SCO clearly ruffled feathers in Washington. The press spuriously framed it as New Delhi pivoting towards Beijing in some kind of Pavlovian response to US tariffs and Trump’s combative stance on India. While India is a fifth of China’s economic size, it can control vital chokepoints and make any attempt by Beijing to expand its sphere of influence run into troubled waters. Meanwhile, China must run an enormous trade surplus to keep its economy afloat. War with India would only raise concerns with several countries that share a land or sea border with China. This would accelerate decoupling where possible and strengthen groupings that aim to contain Chinese belligerence. Breaking into the Pacific is Beijing’s primary objective because with that it would gain leverage in international trade. It may also fit the G2 system Trump refers to. It sits with the US’ new security strategy that appears to focus on the Americas.
The bigger question is whether the US has tacitly accepted Taiwan’s capture by China as a fait accompli. Curiously, American media pays little attention to this possibility. Instead, they focus on proliferating stories about an impending India-China war.
