Harvey Gene Muklebust was 11 months old, days short of his first birthday, when he stopped breathing at Rocking Horse Ranch Childcare on September 22, 2025.

Police say Russell put her fingers down his throat until he stopped breathing. "I choked him, and he stopped breathing," the complaint quotes her.

Scott County Attorney Ron Hocevar said the medical examiner ruled the manner of de*th homicide by suffocation.

A Scott County grand jury later indicted Russell on premeditated first-degree m*rder and first-degree m*rder while committing child abuse.

She has not been convicted. She has been held on multimillion-dollar bail.

The 911 call went out at about 10:10 a.m. An officer found Harvey unresponsive, white and blue around the mouth, with no pulse.

Police say Russell also attacked another infant, identified as P.K., twice in the days before. That child was found with blood and foam at the mouth and turned purple.

Russell admitted those attacks too, police said. Chief Brady Juell said she stopped one attempt because "it scared me again."

Juell said Russell had worked at the center about three weeks and had a record of attention-seeking conduct, including setting fires and making bogus 911 calls.

Prosecutors have not filed a hate-crime count. The charging papers give no racial motive.

The first anniversary of that Monday morning falls this week. The first-degree indictment is what sits on the Scott County file.

🚨#BREAKING: Outrage is erupting in Charlotte NC after a Black woman who ran a RED LIGHT, hitting a 25-year-old White man out for a run, and DROVE AWAY while he DIED ON THE STREET...

...was sentenced to ONLY 30 DAYS in jail.

Yes, you read that right... THIRTY DAYS.

His name was Lance Sotelo.

Lance grew up in Dalton, Georgia, and was a cross-country MVP in high school.

He came to Queens University of Charlotte and ran cross country and track and field for SIX YEARS.

He was the student body president.

On January 14th, Lance was doing the thing he loved most, he was out for a run in Charlotte NC

At 5:47 in the evening, police say 28-year-old Q'Laundra Hood was ran a red light and she hit him, hard.

...and then she drove away.

She left him in the road and kept going.

Lance Sotelo died right there on the streets of Charlotte.
He never even made it to a hospital.

He didn't have life insurance, his family had to start a GoFundMe just to bury their son.

Hood turned herself in and pleaded guilty to felony hit-and-run and involuntary manslaughter.

And on Tuesday, a courtroom packed with Lance's family and friends watched the judge hand down the sentence.

30 days in jail. And probation.

Thirty days and $765 restitution.
