Can ASEAN convert its fragmented energy map into a collective competitive advantage?
RegTech member Dr Victor Tay examines the structural shift needed to evolve the #ASEAN Power Grid into a fully integrated ASEAN Climate Grid that connects clean energy, carbon integrity, and cross-border capital.
Key takeaways:
🌳 A Regional Paradox: Renewable potential is concentrated in economies facing transmission and financing constraints (e.g. Lao PDR), whilst demand centres like Singapore rely heavily on imported natural gas and face bankability hurdles on cross-border import corridors.
🌳 The Investment Horizon: The ASEAN Centre for Energy (@aseanenergy) projects annual transition investment needs of approximately US$405 billion through 2060.
🌳 The Governance Layer: Overcoming structural hurdles requires more than physical interconnectors; it demands clear regulatory wheeling frameworks, standardised renewable accounting, and robust multilateral risk-sharing.

Hong Kong's anti-graft agency has charged six people over an alleged HK$20 million fraud on a government subsidy scheme for small businesses.
The 香港廉政公署 Hong Kong ICAC (Independent Commission Against Corruption) says the case stems from Operation Thunderclap. Those charged include a former Head of Entrepreneurship at Cyberport Hong Kong (@cyberport_hk), which ran the secretariat of the Digital Transformation Support Pilot Programme (#DTSPP). The #ICAC alleges that at least 400 subsidy applications were involved.
What the ICAC alleges:
🔹 A service provider and its downline vendors claimed that eligible SMEs had applied and paid their half of the fee, so that #Cyberport would release the matching subsidy.
🔹 The former Cyberport manager accepted gifts, including flights, branded handbags and a smartphone. In return, she allegedly cut short investigations into complaints and sped up subsidy payments.
🔹 The charges are bribery under the Prevention of Bribery Ordinance and conspiracy to defraud. No pleas have been entered.
The case returns to court on 4 January 2027.

The Monetary Authority of Singapore (MAS, @MAS_sg) requires #financial institutions to limit public prospecting and marketing roadshows to designated commercial venues. Representatives must also explicitly disclose the commercial nature of their engagement at the point of initial contact and obtain the consumer’s affirmative consent before presenting any financial products.
"Consumers should not feel pressured or caught off guard when approached about financial products and services," said Lim Tuang Lee, Assistant Managing Director (Capital Markets), MAS.

The Monetary Authority of Singapore (MAS, @MAS_sg) plans to settle tokenised #MAS Bills in wholesale Singapore dollar #CBDC. Managing Director Chia Der Jiun announced it in a keynote at the INSEAD (@INSEAD) Digital Finance and Agentic AI Summit on 9 October.
"As usage of private digital money scales, CBDCs will ultimately be needed to anchor monetary stability," Chia said.

J.P. Morgan (@jpmorgan) has taken its deposit token to a second public blockchain.
Kinexys by J.P. Morgan says institutional clients can now use #JPM Coin (#JPMD) on Ethereum's (@ethereum) Layer 1 network. Until this week, Base (@base), the Coinbase-built (@coinbase) Layer 2, was the only public chain it ran on.
Why it matters for compliance teams:
🔹 JPM Coin is a deposit token, not a stablecoin. Each unit represents a US dollar deposit at a regulated bank.
🔹 Clients can move JPMD directly between each other across Ethereum and Base.
🔹 The Kinexys platform has processed more than $4 trillion since launch, about $7 billion a day.
🔹 The planned Canton Network integration, announced in January, is still a plan, not live.

On 28 August, the U.S. Commodity Futures Trading Commission ordered a former White House teleprompter operator to surrender US$107,539 in profits and pay a US$65,000 penalty. He had advance access to presidential speeches and traded contracts on whether particular words would appear in them.
In a new exclusive Voice piece, RegTech Circle member Clemence Kng looks at the tension at the heart of these markets: not every informational advantage should be lawfully tradable.
Key points:
• A price is not a probability oracle. A contract at 68 cents reflects the traders in it, filtered through liquidity and market design. Market depth should not be hidden on a secondary screen.
• Binary contracts that resolve within hours or days create a short feedback loop: win, lose, repeat. Bounded loss per contract does not mean bounded behavioural harm.
• Regulators are drawing different lines. US appeals courts have split over Kalshi and state gambling law, Britain splits oversight between the #Gambling Commission and the #FCA, and #ESMA has flagged binary-option rules.
• Companies should check whether their confidentiality and personal-dealing policies cover trading on event contracts tied to their own launches, approvals or announcements.
"The harder question is whether we can build markets for belief without exploiting the people doing the believing."

The Hong Kong Monetary Authority (HKMA, @hkmagovhk), the Bank of Thailand (@bankofthailand) and Hong Kong Exchanges and Clearing Limited (HKEX, @HKEXGroup) have published the results of a year-long proof of concept that settled tokenised carbon credit trades between Hong Kong and #Thailand, without a shared ledger.
How it worked:
🔹 The #HKMA's Project Ensemble was linked to the Bank of Thailand's Project SAN through an "Interoperability Layer" that coordinates both legs of a trade but holds no balances
🔹 Each central bank froze the money in #escrow on its own system, and both legs were released at the same moment, or both unwound
🔹 Messaging ran on ISO 20022, and every trade settled in central bank money
🔹 19 validation tests, including deliberate failures such as wrong wallet IDs, liquidity shortfalls and missed cut-offs
The results: tokenised deposit transfers averaged about 20 seconds, and carbon credit DvP about 30 seconds.

Is compliance a cost of doing business, or a competitive advantage?
At the Regional PayFi Summit 2026 in #Singapore, where https://t.co/ubRa4315SS was the official media partner, we sat down with Jessica Chuah 蔡詩萍, CAMS, Chief Compliance Officer at AxiomXchange, after the panel "The Compliance Premium: Navigating Operational Efficiencies in a Regulated Environment".
Her three ways to measure the return on #compliance, beyond avoided penalties:
• Banking and institutional relationships: onboarding turnaround times, banking relationships established or maintained, and compliance-related escalations
• Operational efficiency and scalability: supporting higher business volumes without compliance costs rising at the same rate
• Customer and stakeholder confidence: retention, partnerships and market expansion

Two long-pending US #crypto reporting proposals are off the table.
On 5 October 2026, the Financial Crimes Enforcement Network, US Treasury (#FinCEN) announced it is withdrawing its 2020 proposal on transactions with unhosted wallets and its 2023 proposal to treat international #cryptocurrency mixing as a primary money laundering concern. Both withdrawals took effect on publication in the Federal Register on 6 October.
What would have applied, and now won't:
• A report to FinCEN for transfers over $10,000 to or from unhosted wallets, plus recordkeeping above $3,000
• A section 311 special measure on international mixing, with a dedicated report capturing wallet addresses, IP addresses and transaction hashes

272 former customers of collapsed #Singapore crypto exchange, Tokenize Xchange will have their claim against the people who ran it heard in open court, not in private arbitration.

The customers allege fraudulent #misrepresentation and, in the alternative, unlawful conspiracy, covering how the exchange was run, whether customer assets were kept separate, and its #licensing position with the Monetary Authority of Singapore (MAS).

Singapore's financial institutions now have a firm rulebook for AI, and a two-year runway to meet it.
On 7 October 2026, the Monetary Authority of Singapore (MAS) finalised its Guidelines on Artificial Intelligence Risk Management. They cover every financial institution #MAS regulates and every kind of #AI, from traditional machine-learning models to generative AI and AI agents.
What MAS expects:
• Oversight and accountability: boards and senior management own AI risk, and existing committees can do the job, so no dedicated AI committee is needed
• Life cycle risk management: know where AI is used, keep an inventory, rate each use case for risk materiality, and apply matching controls
• Third-party AI: vendor-supplied AI stays the institution's responsibility
• Proportionate application: low-stakes tools can run on a lighter set of basic policies and procedures

On 9 October, the U.S. Securities and Exchange Commission (#SEC) proposed amendments to Rule 17a-7, the rule that lets a registered fund trade #securities with certain affiliates.
What the proposal would change:
• A security would qualify if it is valued using observable inputs, which would bring most fixed-income securities back in
• Funds could price a cross trade at the next NAV calculation, or at an adviser-determined fair value drawn from unaffiliated third-party pricing services
• The adviser must determine beforehand that each trade is in the best interests of every participating fund
• Oversight would shift from the fund board to the chief compliance officer, with quarterly reviews and a yearly backtest of how cross-traded securities perform through to their sale
• Monthly asset-class reporting of cross-trading activity on Form N-PORT and Form N-MFP
Comments are open for 60 days after publication in the Federal Register.

Singapore Police Force on suspected #scam victims and scam network take downs are not tracked.
Written replies to Parliament from Minister K Shanmugam, published by the Ministry of Home Affairs Singapore on 7 October, set out three gaps:
• No figures on whether suspected scam victims stop sending money after police contact, resume transfers to the same network, or fall for a different scam within 12 months
• No tracking of whether disrupted scam networks return under new accounts, pages or advertisements
• No appeals received directly by the police from the SPF and #Meta collaboration against scam-linked accounts
The volume figures are large. Meta acted on nearly 3.8 million scam-linked assets across Facebook and Instagram this year on the back of its information exchange with SPF.

Behind every suspicious transfer may be someone recruited through deception, controlled through fear, and forced to generate profits for someone else.
In a new Voice piece for RegTech, Jason Dukes, Chief Philanthropy Officer at Hope for Justice and Slave-Free Alliance, looks at what industrialised #scam compounds mean for #compliance teams.
He also sets out practical red flags for monitoring teams. They include repeated payments to recruitment services, high-volume activity through guarantee platforms, and concentrated transfers to high-risk locations.
"Compliance is not merely a regulatory burden. Done well, it is a form of protection."
