Maduro and other particulars of the venezuelan high command have expressed vocally that they will not step down, regardless of elections, no matter what.

Maduro lost the 2024 election, no one was "installed" (the illegitimate vice-president, who is on Maduro's side is now interim president) and most folks in Venezuela welcomed the intervention. It's been a talking point for years now.

We couldn't get Maduro out on our own and talks of intervention with the US were happening years before Trump.
