On January 18, 2020, around 10pm, the 803rd Ibde and 20th IBPA conducted a joint operation in Osmena, Palapag, Northern Samar and hamletted the village. Around 5am, they encircled Sitio Canunghan and illegally conducted a search and seizure on the residence of Jocelyn Baluya.

The residents of Sitio Canunghan have already evacuated due to fear and the soldiers have reportedly been staying in their houses.

Last Jan 23, nine farmers from Osmena were illegally arrested and brought to 803rd Ibde Camp in Catarman. They were subjected to interrogation and are forced to surrender. The family tried to visit the detained victims but were prohibited to enter the camp.

Katungod Sinirangan Bisayas demands the immediate release of these yet again victims of state-sponsored attacks. We condemn this action of the 20th IBPA, who for a long time, has been disturbing peace in different villages in Northern Samar.

On January 22, 2020, 6 farmers namely Constancio Capate Martinico, Renaldo Longcop, Gonzalo Magayes, Jomar Orua, Delphin Meraya Jr., JR Laoreno were illegally arrested at around 4pm after they attended a general meeting in Osmeña, Palapag, Northen Samar.
