🟩Early intervention tailored to local, regional risk factors.
🟩Boosting mentoring and work experience to counter career uncertainty.
🟩Getting businesses actively involved in shaping local skills strategies.
Our data, featured in the report, shows there is a clear socio-economic divide regarding who is most affected. In 2024, 22% of young people from lower working-class backgrounds were classed as NEET, the highest rate among all socio-economic groups.
The number of young people not in employment, education or training rose above one million in the first quarter of 2026, the highest level in more than 12 years.
This is a stark warning from the Alan Milburn’s Interim Diagnostic Report into Young People and Work published today.

The English Devolution and Community Empowerment Bill received Royal Assent last week, an important step forward for place-based approaches to social mobility.
