China took a wholistic approach to financing development in Africa. Providing financing for infrastructure development for mining projects to be economically viable. Once mining project are economic viable then China provides further financing to mining projects.

China decided to finance both infrastructure and mining projects, taking a more holistic approach to project development. While the West only look to finance projects on a case by case basis.
