Honoured to be invited by the Ontario Minister of Finance, Hon. Peter Bethlenfalvy for Pre-Budget Consultation to share ideas on the key issues that need to be addressed in the next budget, including protecting Ontario’s economy and workers, creating more jobs, keeping taxes low and costs down, delivering better services and getting critical infrastructure projects built.
Issue of concern:
Ontario tech companies are disadvantaged in a global race for Healthcare AI development to make the delivery of care more efficient, lower costs and in some cases, fill constrained human resources gaps. To remain competitive, government support is required
Recommendations:
1. AI Development & Global Competitiveness
a) Create a dedicated Healthcare AI Commercialization & Adoption Fund to support development, testing, and deployment of Ontario-built AI solutions for clinical decision support, patient intake, resource planning, and population health.
b) Provide tax incentives and matching grants for companies investing in responsible healthcare AI R&D, keeping high-value IP, jobs, and data sovereignty in Ontario.
c) Position Ontario as a global leader in applied healthcare AI, supporting export growth while improving system efficiency and lowering long-term healthcare costs.
2. Strategic Digital Health Funding
a) Establish a multi-year Digital Health Innovation Fund to accelerate adoption of EMRs, interoperability platforms, and telehealth services across hospitals, primary care, and home care.
b) Targeted grants/credits for rural and underserved communities to ensure equitable access and reduce long-term system costs.
3. Cost Control & Efficiency
a) Prioritize digital solutions that reduce administrative burden and duplication (automated scheduling, e-referrals, shared records) to free clinician time and contain labor costs.
b) Encourage outcome-based procurement where vendors are paid based on service improvements and cost savings, protecting taxpayer value.
4. Economic Competitiveness
a) Incentivize health tech startups with tax credits and access to provincial pilot programs to scale innovations from Ontario globally.
b) Align procurement with local Ontario suppliers to retain economic value and jobs within the province.
These measures support better services, stronger infrastructure, lower costs, and a competitive economy while delivering accessible, modern digital healthcare.

By combining AI-driven intake assessments, secure telemedicine, large-scale physician collaboration, specialized wound care tools, GDMT compliance tracking, and SDOH integration, the platform addresses both acute and chronic care needs within a single system.
This holistic approach not only improves access, efficiency, and continuity of care but also strengthens long-term health outcomes by addressing medical, behavioral, and environmental determinants simultaneously.
The findings suggest that Health Espresso can serve as a model for integrated digital health solutions in defense healthcare systems, supporting both operational readiness and the long-term well-being of soldiers in resource-limited settings.
