From the very launch of the legalized market, each province has had the autonomy to develop its own model for implementing this new licensed industry. Ontario barely has any retailers, while on the east coast, New Brunswick arguably has too many.
Finally after a year of sluggish sales, and much to the relief of licensed cannabis producers, the Ontario government is proposing moving to an “open allocation” system for issuing cannabis store licenses, in 2020.
