Two days of productive technical discussions in Addis Ababa between the governments of Rwanda & the Democratic Republic of Congo culminated in a ministerial Tripartite Commission to advance solutions for Congolese and Rwandan refugees who long to return home.
In Addis Ababa, the Democratic Republic of the Congo and Rwanda, together with UNHCR, renewed their shared commitment to voluntary, safe & dignified refugee returns. The ministerial Tripartite Commission adopted a new 2026–27 roadmap to strengthen repatriation, reintegration & support for refugees rebuilding their lives.
As momentum for peace grows in the Great Lakes region, resolving long-standing displacement is not only a humanitarian imperative—it is an investment in stability, recovery & durable solutions.
These efforts build on recent political progress, including the Washington accord and the Doha process, with appreciation for the continued support of the African Union.

On the sidelines of the Tripartite High-Level Meeting between Rwanda, DRC and UNHCR on the Voluntary Repatriation of Refugees being held in Addis Ababa today, Minister Maj. Gen. (Rtd) Albert Murasira met with Mr. @BarhamSalih, United Nations High Commissioner for Refugees. Their discussions focused on refugee protection and assistance, socio-economic inclusion and self-reliance initiatives.
The High Commissioner commended Rwanda’s policy and leadership in refugee management. He emphasized the need for sustained advocacy and international solidarity to address the needs of refugees and Rwanda’s Refugee Graduation Strategy, a pathway to self reliance of refugees from humanitarian assistance.

From 20 - 21 June 2026, delegations from the Republic of Rwanda, the Democratic Republic of Congo, and UNHCR are meeting in Addis Ababa, Ethiopia, to discuss the voluntary repatriation of refugees hosted both countries.
The technical discussions will be followed by a High-Level Ministerial Meeting scheduled for 22 June 2026.

403 Rwandan returnees arrived today from the DRC through the La Corniche One Stop Border Post in @RubavuDistrict. The Mayor of Rubavu District, @promulindwa, welcomed them and outlined the opportunities available to support their reintegration.
He highlighted Rwanda’s progress, emphasizing unity, social cohesion, and a collective commitment to sustainable development; values that stand in contrast to the country’s past marked by division and discrimination.
Since the beginning of this year, Rwanda has received over 1,687 returnees.
I have met many men and women like Abubaker in several of the countries hosting Sudanese refugees. Talented young people no different from my daughter. Nothing can be more helpful to a young person than being able to pursue their education. And here in Rwanda, it can happen.
When the war broke out in Sudan three years ago, Abubaker, a university student, fled in search of safety.
Now in Rwanda, he was able to return to university thanks to support from @MastercardFdn.
More support is still needed for refugees like him.
