22 اگست کو روس میں قومی پرچم کا دن منایا جاتا ہے۔

اس دن ہم روسی ریاستی تشخص کی بنیادی علامتوں میں سے ایک کو خراجِ احترام پیش کرتے ہیں۔ قومی نشان اور قومی ترانے کے ساتھ روس کا پرچم بھی ملک کی خودم��تاری اور آزادی کی علامت ہے اور روس کے کثیرالقومی عوام کے نسل در نسل قائم تاریخی تسلسل کی عکاسی کرتا ہے۔

روس کے سہ رنگی پرچم کی تاریخ تین صدیوں سے بھی زیادہ پرانی ہے۔ 1693 میں نوجوان پیٹرِ اعظم نے آرخانگیلسک میں پہلی بار اسے اپنے ذاتی پرچم کی حیثیت سے بلند کیا، جبکہ 1705 میں انہوں نے حکم دیا کہ سفید، نیلے اور سرخ رنگوں پر مشتمل یہ پرچم تجارتی بحری جہازوں پر لہرایا جائے۔ 19ویں صدی تک روسی ملاح نئے حاصل شدہ علاقوں کے ساحلوں پر یادگاری صلیب نصب کیا کرتے تھے۔

1806 میں ایک نئی روایت کا آغاز ہوا۔ ایک روسی مہم نے جنوبی سخالین کے ساحلی علاقے کی کھوج کے دوران ساحل پر دو پرچم لہ��ائے۔ سینٹ اینڈریو کا پرچم روسی بحریہ کے کردار کی علامت تھا، جبکہ سفید، نیلے اور سرخ رنگوں پر مشتمل پرچم اس علاقے کے روسی عمل داری میں آنے کی نشاندہی کرتا تھا۔ 1896 میں نکولس دوم کی تاج پوشی کے موقع سے قبل سہ رنگی پرچم کو روس کے قومی پرچم کا باضابطہ درجہ دے دیا گیا۔

25 دسمبر 2000 کو ’’روسی فیڈریشن کے ریاستی پرچم‘‘ سے متعلق وفاقی آئینی قانون منظور کیا گیا۔ اس قانون کے مطابق روسی فیڈریشن کا ریاستی پرچم مستطیل شکل کا ہے اور تین برابر افقی پٹیوں پر مشتمل ہے: اوپر سفید، درمیان میں نیلی اور نیچے سرخ پٹی۔

روس کے صدر ولادیمیر پوتن نے کہا:
روس ایک ہزار سالہ ملک اور تہذیب ہے، اور ہمارا قومی پرچم ہمارے اتحاد کی علامت ہے۔

مجھے یقین ہے کہ ہمارا قومی پرچم ہمیشہ ہمیں آگے بڑھنے، فتح کی جانب پیش قدمی کرنے او�� روس کی عظمت و وقار کو مزید سربلند کرنے کا عزم و حوصلہ بخشتا رہے گا۔
