Ask yourself this… In what world would the FCC allow unlicensed users to dictate what licensed users can do with their licensed spectrum. What would be the value of the license if they did? I cannot find a single precedent where they have ever done so.

Part15 users are complaining because their free ride might get bumpier. P15 users are unlicensed users operating under the Part 15 exemption.
Rest assured the unlicensed part 15 user’s (Rain and others like em) complaints will be heard but largely ignore by the FCC. $NN (3/4)
