Napoleon started his time in power with an optimistic view of Jews. He wanted to give them equal rights and make them useful citizens of France. Early on he freed Jews from old restrictions and let them live more freely in the areas he controlled. In 1799 during his campaign in the Middle East he even offered to help Jews return to their old homeland. He set up meetings with Jewish leaders in 1806 and 1807 to talk about how they could fit into French society. At first he saw Jews as a group that could help France grow stronger through their skills in business and trade.

Key events soon changed Napoleon's mind about Jews. People in eastern France sent many complaints about Jewish money lenders who charged high interest and hurt local farmers. These reports reached Napoleon and made him worry about social problems. In 1808 he passed a special law that limited where some Jews could live and what jobs they could do. This rule lasted for several years and showed he no longer trusted quick changes. He also got pressure from other leaders and from the church to slow down Jewish freedoms. These real world issues turned his early hope into doubt.

France's Jewish people at that time were mostly from families that became today's Ashkenazi Jews. They lived mainly in the eastern parts of the country and kept many old customs. Complaints about money lending and separate ways of life focused on this group. Sephardic Jews who lived in the south of France were not accused of the same problems and assimilated better with French people. Napoleon and his officials saw clear differences between these two Jewish groups in France.

Napoleon made some strong negative comments about Jews as his views hardened. In one letter he called them "the most contemptible of people". During exile on the island of St. Helena, he told a general that the Jews are a "nasty people, cowardly and cruel". He also explained to his doctor that rabbis allowed Jews to charge interest to outsiders but not to their own group. These ideas came from reports about money problems in eastern France and from seeing how some Jewish communities stayed apart during wars. He watched how laws meant to help integration did not always work as planned.

On St. Helena Napoleon kept saying Jews could not fully join modern society even after his reforms. He spoke openly in talks with his doctor and other attendants about their clannish ways and economic habits. Since he had lost all power and lived far from France he had no reason to lie or please anyone. His words came from years of direct experience ruling and from honest reflection without political pressure. This made his later comments a clear summary of how his early hope turned into lasting disappointment.
