One interpretation of Acts 4:31 is, that, if we speak the Word of God/the truth, boldly (unapologetically), that that is one indication of being filled with the Holy Ghost.
“Boldness” is the Gk. ‘Parrhesia’ and it means to be outspoken, to be blunt, to speak in frankness.
