There hasn't been a major U.S. plane crash in close to a decade. But according to the NYT today, there is an exploding rate of "close calls" due to rising "human error" and "mistakes" by air traffic controllers.

What could be causing this?

Incidentally, 8 years ago the Obama Administration started pushing the FAA away from merit-based hiring for air traffic controllers, and toward race-based affirmative action hiring.
