Unlocking agricultural productivity in Rwanda through smarter advisory systems.
Under the theme
“Unlocking productivity in agriculture through private extension and advisory services,” initiatives like @ropaas_ are advancing integrated approaches that connect farmers to knowledge, inputs, finance, and markets.
By strengthening coordination across value chains, this model addresses key structural challenges from fragmented farming systems to limited technical capacity and weak market linkages.
Through collaboration with partners such as @AGRAfrica and @AFAASinfo, the focus is on building scalable, market-oriented solutions that enhance productivity, resilience, and long-term sustainability in agriculture.

"For many years, agricultural extension services have mainly relied on public institutions to provide farmers with agronomic advice, training, and support in crop and livestock production.
However, the scale of our national agricultural ambition requires us to go beyond this. Public extension services alone cannot meet the growing demand for specialized, timely, and market-oriented advisory services.
This is why the Ministry is emphasizing the strengthening of private-sector-led extension.
It is essential because it complements public services and provides more tailored, responsive, and efficient support to farmers and agribusinesses.
As we transform our agricultural systems, innovation and responsiveness are critical. This is why we are promoting a complementary approach where public and private extension systems work together.
This is particularly important as production is no longer guided only by yield targets, but also by strong market orientation. Farmers need access to advisory services that support aggregation, market linkages, price negotiation, and value addition.
In this process, extension services act as the bridge between policy and implementation on the ground.
We need systems that ensure extension services are delivered by qualified, competent, and ethical professionals. This requires certification, continuous capacity building, and strong professional oversight.
Let us continue working together to build a strong, inclusive, and professional agricultural extension system that supports farmers, strengthens markets, and accelerates national agricultural transformation."
— Dr. Olivier Kamana, Permanent Secretary, Ministry of Agriculture and Animal Resources (MINAGRI)
