पंजाब में नशे की आग फैलती रही, राज्य सरकार सोती रही,
और केंद्र देखता रहा।
सरकार के अपने आँकड़े और सुरक्षा घटनाएँ पूरी कहानी बताते हैं।

राज्यसभा में मैंने 2022 के NCRB आँकड़े रख���।
NDPS मामलों की राष्ट्रीय दर 8.7 प्रति लाख थी। Punjab में यही दर 40 थी।
राष्ट्रीय औसत से साढ़े चार गुना से भी ज्यादा।
आप इसे केवल एक राज्य की समस्या कहकर नहीं टाल सकते। यह देश के युवाओं और हमारी national security का सवाल है।

Punjab की सीमा पर drones से drugs आ रहे हैं। जेलों से gangs operate कर रहे हैं। Police stations पर grenade attacks हुए हैं। जांच में international networks और विदेशी हथियारों के निशान मिले हैं।
आप इन घटनाओं को अलग अलग files में रख सकते हैं। जमीन पर ��े एक ही संकट के हिस्से हैं।

नाम है: drugs, gang war और terrorism की एक ही chain।
इतिहास बताता है कि narcotics के रास्ते criminal networks आते हैं। फिर उन्हीं रास्तों से हथियार और terrorism प्रवेश करते हैं।
Punjab इस chain की सबसे भारी कीमत चुका रहा है।

यह संकट Punjab तक सीमित नहीं है।
NCB के अनुसार 2024 में NDPS Act के तहत देशभर में 89,913 मामले दर्ज हुए। हर मामले के पीछे एक परिवार है। एक युवा जीवन है। एक ऐसा भविष्य है, जिसे नशा भीतर से खोखला कर रहा है।

Delhi में 2015 में NDPS Act के तहत 277 मामले दर्ज हुए थे। 2024 में यह संख्या बढ़कर 1,854 हो गई।
दोनों आँकड़े केंद्र सरकार ने राज्यसभा में रखे हैं।
आप बताइए, देश की राजधानी में ���ह बढ़ोतरी किसकी जवाबदेही है?

Synthetic drugs की तस्वीर और गंभीर है।
सरकार के 12 मार्च 2025 के उत्तर के अनुसार Amphetamine Type Stimulants की बरामदगी 2022 के 1,224 किलो से बढ़कर 2024 में 8,211 किलो हो गई।
बढ़ी बरामदगी enforcement की सक्रियता भी दिखा सकती है। लेकिन इतनी बड़ी मात्रा supply chain की गहराई पर गंभीर ��वाल जरूर उठाती है।

भारत की सबसे बड़ी ताकत उसकी युवा आबादी है।
आप इसी पीढ़ी से विकास, innovation और रोजगार की उम्मीद करते हैं। लेकिन drugs उसी पीढ़ी को घेर लें, तो demographic dividend एक national emergency बन जाता है।

पंजाब की AAP सरकार और गृह मंत्रालय को देश को बताना चाहिए।
Drones रोकने की जवाबदेही किस agency की है?
Synthetic drugs की supply chain तोड़ने की समयसीमा क्या है?
Punjab और Delhi के युवाओं को बचाने के measurable targets क्या हैं?

भ्रष्ट, अन्यायी, पक्षपाती, बेईमान - ये चार शब्द मेरे नहीं, ये देश के छात्र आज भारत की शिक्षा व्यवस्था के लिए इस्तेमाल कर रहे हैं।

और सच यही है - भारत की शिक्षा व्यवस्था अब एक बेईमान वसूली तंत्र बन चुकी है।

मोदी सरकार और शिक्षा मंत्री यह सब देख रहे हैं। पर उन्होंने चुप्पी चुनी है - जवाबदेही से मुँह मोड़ लिया है। और मीडिया में? बस एक लंबा सन्नाटा।

अब बहुत हुआ - अब वक़्त है शिक्षा में Revolution का।
