WSR: "We have raised 2.3 trillion in taxes this year."

Unclear if this is for the entire FY 23/24, which would represent a revenue miss of over 400 billion vis-a-vis the tax revenue target set in June.

Equally important - when WSR is making the argument that revenues are way out of line compared to public spending, he conveniently ignores the fact that the state is [1] hugely wasteful, and [2] needs to be downsized.

This isn't a situation we can get out of with debt, or extra tax revenues. Spending cuts and a private-sector growth friendly tax policy are needed, ASAP.

WSR: rejecting the Finance Bill means we cannot support milk farmers with 2 billion shillings.

This is a wildly flawed argument.

There are two places where you can raise more than the KES 2 Billion WSR speaks of here. The offices of the First & Second Lady alone have a KES 1.2 billion allocation between them. One could also argue that there's no need for the KES 1 billion budget line on 'policy research' in the Presidency, since that's something @KeTreasury could do.

There's your KES 2 billion, with far bigger impact, if you really want to be a "good steward" of limited public resources.
