@megalixir_ The Apple Card should be treated like a Target card or some other store card. I use it strictly for 0% APR on Apple’s financing to pay over time, plus your 3% off. For everything else, there’s other cards that offer 3% on all purchases for starters.

It’s a violation of Visa, Master Card, and American Expresses merchant terms of service. This isn’t an issue of legal vs illegal, it’s a violation of the contract between the merchant and the card issuer. The difference between a credit card fee and a cash discount is the advertised price. The rule is in place so card holders do not ever feel penalized for using a card.
