TsuPro isn't, they're the ones suffering.
Sentai has many reasons to be in hiatus, money isn't one.
Sentai and Rider is a loss leader to them.

In-fact most licensed crossovers in games are renewable in 5 years.
This boils down to... contract negotiations are currently in full force.
You don't know why they haven't reached the agreement.

TsuPro only doing 25 is because they don't have the necessary budget to run 50.
Toei is a multi-discipline entity, they have more money and can write off losses.
TsuPro can't afford that.
