@DuruOzii @instablog9ja It is possible, to register with ICAN, you need O'level. She might have completed secondary school at age 13. At 14, she is done with ATS 2. Age 15 she will do ATS 3 and Skills the same year. Then 16 she will complete the professional. This for those period, she didn't fail any.

That alone should tell you that such a law cannot be a national ideology but a region law.
Hence, limit it to the Up North. If any Southern wish to practice the law, they can relocate. It's that simple.

You don't force a law on people who hold a different view from yours. The state is not a Muslim state.
