The letter from the EU’s European Citizens’ Initiative team to Save Europe Act is more revealing than a formal rejection would have been.
It shows how citizen power works inside the EU.
Citizens may organise, campaign and collect signatures. But when the question touches Europe’s demographic future, the issue is moved out of politics and into the language of “values”. Before the people are allowed to test the question politically, the bureaucracy decides whether the question may even be asked.
That is the mechanism.
The difference between this order and harsher regimes is often not the existence of boundaries, but the form they take. Here the language is softer, the procedure cleaner and the limits wider. But the limits are still there. They are never allowed to become so wide that they threaten the ruling order itself.
Save Europe Act should not waste energy on surprise. This was predictable. The next step is to play the game with greater precision: say the same essential thing in a way that forces the EU either to accept the political question or expose its veto more clearly.
