Clarification on the Oil Exploration and Production Agreement Between Türkiye and the Federal Republic of Somalia
Recently, some commentators have fictitiously claimed that “Türkiye will take 90% of Somalia’s oil production” under the newly signed agreement. However, this does not reflect the true nature of the deal. It is essential to present the facts accurately.
First, this agreement was signed within an intergovernmental framework that authorizes a Production Sharing Agreement between Turkish Petroleum Corporation (TPAO) and Somalia’s National Oil Corporation. This is not merely a commercial agreement but a long-term strategic cooperation between two sovereign states.
Under this agreement, Türkiye assumes fully responsible for all operations in the field, including oil exploration, financing of investments, provision of technical equipment and expertise, and the management of security risks. By its nature, oil exploration is a highly risky endeavor—especially in offshore environments, where exploration can be up to ten times more expensive than on land. Moreover, it is a well-known industry norm that only one in ten drillings results in a successful discovery.
Now to address the misunderstood issue of the 90% figure: This is -not a revenue sharing model-. It is the upper limit set to allow TPAO to recover its substantial upfront investment once production begins. This practice, known as “cost recovery,” is a globally accepted model in the petroleum industry. In other words, the company that bears the initial risk and cost is allowed to recoup its expenses from the production revenue.
Once these investment costs have been recovered, the revenue-sharing structure will be rebalanced, and Somalia’s share of the production revenue will increase progressively. Eventually, all oil resources will remain the property of Somalia and serve as a long-term driver of its economic development.
It must also be noted that for years, many actors have made promises to the Somali people about oil production, but none have taken concrete steps to initiate actual operations. Türkiye, however, is present on the ground, acting not out of self-interest but from a genuine sense of brotherhood. This agreement is a continuation of Türkiye’s long-standing support for Somalia through schools, hospitals, military training, port development, and other infrastructure investments.
This agreement is built on respect for Somalia’s sovereignty and aims to contribute meaningfully to the country’s long-term empowerment. Türkiye remains committed to a partnership based on justice and mutual benefit.
Lastly, we leave all divisive rhetoric and attempts to disrupt this brotherhood to the conscience of the Somali public.
