Yet another attack on a Kashmiri in Himachal Pradesh. He is a resident of village Champora in Handwara constituency. I am the MLA of this constituency. And know the victim personally.

His name is Jehangir Ahmed Sheikh. And he is the son of Mohd Jamal Sheikh of Champora Handwara, J&K.
The attack has taken place on Tehsil Dehra of District Kangra, HP.

I appeal to @AmitShah ji that these are incidents of hate crime against civilians, fellow Indians who are trying to earn a dignified living for then selves.
Additionally they are ambassadors of integration with the rest of the country.

In the J & K context these attacks strengthen elements who are opposed to the idea of India in J & K. These attacks fall in the ambit of national security.

Extraordinary measures would be needed to stop these acts. The concept of impunity is the big problem. Attackers it seems do not even remotely feel that the law of the land will catch up with them.

I also appeal to @RahulGandhi ji that this is a Congress ruled state and he could use his influence to stop these attacks.

This satirical take on ministers and their overloaded portfolios sums up the state of current governance.

It is an appeal to CM sahib. My hand on my heart. No point scoring. But please take this cartoon seriously

It is unrealistic to even remotely imagine that a single minister with even above average capabilities would be able to run multiple departments.

The polity of J and K is under threat from many sources but primarily from two main sources :-

1) Relegation to a UT and abrogation of Article 370.

2) Jurisdictional, power sharing dispute between the LG of UT and CM of UT.

The mother of all threats however stems from within the J and K polity.

And that is the gross under utilisation of the net “power and authority” ceded to the polity of J and K through an elected government after discounting the loss of “power and authority” due to UT status and “ CM/LG jurisdictional dispute.

If the power and authority finally ceded to us is not executed by us; That diminishes the contribution of the institution of politics ( assembly and cabinet) to governance. And instead the contribution to governance is wholly from the institution of bureaucracy.

CM sahib, when you overload people of below average intelligence with multiple portfolios which even a person of above average intelligence can’t handle, you are invariably ceding power to the bureaucratic institutions. They run it for the ministers. They run it for the elected government.

If the same bureaucrats were running it for the LG administration, how is an elected government different.

It is not that the bureaucrats have no role in governance. They have a role. But the polity decides where their role starts and where their role ends. Currently it seems the ministers are in search of a role.

Please do not relegate your cabinet and government to helpless bystanders , content with transfers, perks, convoy of vehicles and barely jumping into the frame when it comes to governance.

Your cabinet cannot be the glorified proxies of commissioner secretaries.

Please I would yet again remind you. The timing of the present elected government is v imp. It is the First government post abrogation and relegation. What you do may set a precedence and a v bad precedence.

Please, irrespective of your political compulsions, induct more minsters. That would balance the work load to a realistic level. And also empower the institution of politics.

CM sahib, It simply is not about you or about your party. It is about the polity of J and K.

It is about the mandate of the people of J and K. Let us not humiliate the mandate of the people of J and K.

It is the union government which has relegated the mandate of the people of J and K to a UT level. And consider it inferior compared to the mandates of other parts of the country by insisting on UT status.

Should we who have been voted by the people of J and K humiliate the mandate of the people of J and K.

I will not debate the praises you heaped on the PM. It is pity how you trivialised J and K relegation and subjugation. Let us keep that for another day.

I came across a news report on a web portal which showed Kashmiri traders who work as hawkers not being allowed to work by JDA.

What is this new nonsense. Can someone from the government please come up and for once speak out the truth.

Is it true that it is happening.

If it is true. If they were allowed to work on the past how come they are prevented now.

RESERVATIONS

In response to a question submitted by me, the government reply is as follows:-

Region wise detail of category certificates issued—- SC, ST, OBC, ALC, IB, EWS FROM 01/01/2025 to 30/09/2025

JAMMU 155072
KASHMIR 60791

If we take it as a sample. Total category certificates issued is 155072+60791= 215863.

JAMMU 155072/215863 = 0.718 of 100=71.8%

KASHMIR 60791/215863 = 0.282 of 100=28.2%

So of every 100 slots reserved , the most likely pattern is that 71.8% will
go to Jammu and only 28.2% will
go to Kashmir.

We have all along been saying that reservations is all about disempowering the Kashmir region, and that includes both the open merit category and the reserved category in Kashmir.

Effectively what it means and could be proved by data, is that approximately 70 to 80 % of Jammu is reserved.

Please can we at least have the district recruitment and divisional recruitment back.

Save this tweet. If the government does rationalise. Mark my words it will be mainly at the cost of 28% from Kashmir.

This denial of a basic, peaceful tribute is a grim reminder of the shrinking democratic space in Kashmir.

I don’t know why the union government is so keen to redefine what is sacred for the people of Kashmir. The sacrifices rendered on July 13 are sacred for all of us.

NC ELECTION MANIFESTO PROMISE NUMBER 2
REGULARISATION OF DAILY WAGERS

The official count of Daily Wagers is 61000. That is the official count. But there are claimants and this number could exceed to 100000.

Financial implications

As on date the daily wagers are paid ₹9000/ month per person. For 61000 daily wagers the total salary bill as on date should be ₹658 cr appx.

We will assume that the government will pay minimum salary, which is ₹27580 appx.

So extra to be paid is :-
27580-9000 = 18,580. appx
For 61000 daily wagers the extra finances needed will be ₹1356 cr per anum appx.

In case it stretches to 100000 daily wagers, extra finances needed will be ₹1858 cr per year appx.

Some questions and analyses directed towards the most notorious mythologizers of our times :-

What is the status of committee?

How many meetings of the committee have taken place

Hasn’t every government constituted a committee.

what research is being done in these committees that four to five governments have set up committees and no result have come out yet.

Is it not true that 4 to 5 back to back meetings of the committee and the issue will be resolved.

Where are the funds
Has any allocation been made in the budget in anticipation of regularisations.

In case govt manages to leverage funds for regularisation then what would be the fate of those who will attain 60 years age before the decision or already have.

Is there a date set retrospectively to include those who have attained the age of 60 years. Ideally all should be included.

Is government waiting for daily wagers to attain the superannuation age during the gestation period of committee to get rid of them.

If they are regularised will they be paid the new salary retrospectively from the date that this government took oath.

Or from the date the first Committe was formed to examine their case.

Or from the date they clocked in the minimum number of years needed to get regularised as used to be the case. They will be governed by rules that existed when they were appointed.

Financially there is no clue that the government is looking for extra cash to pay regularised daily wagers. And the committee is moving at a snail’s pace.

Can the government tell us of any impediments that they face.

Are there constitutional impediments.

Have they over-promised constitutionally. Meaning are they facing problems in fulfilling this promise because of the UT status.

Or have they over-promised unethically. Meaning they made a promise which they knew they were not going to fulfill.

Note :- I use daily wagers including casual labours & consolidated workers also. And any other such cases

EVALUATING NC ELECTION MANIFESTO —- POINT 1
FREE ELECTRICITY

In the NC election manifesto, free electrify up to 200 units was promised. In assembly it was cleared that it is for AAY families only.

And that it will be delivered by using the PM Surya Ghar Solar Roof Top Scheme. That is a central scheme available to all states and UTs across India.

About 10 months have elapsed and free electricity is as elusive.

I will try to lay down a step wise process. And see whether it is government which is delaying, or a department, or lack of finances, or lack of will, or they don’t have the powers to do it.

Let us now look at—-how it will work out administratively.

The basic theory of how NC Government will finance free power is as follows:-
Central government as per the scheme will pay 70 % of the costs of installing solar panels on roof tops. The balance 30 % which is the beneficiary share will be borne by the state.

Now some Arithmetic

To supply 200 units of power we will have to install minimum 400 units, accounting for night time when sun is in slumber. Let us put it at 300 units.

That would mean solar generating panels of up to 2 KW will have to be installed.
2 KW generate 300 units if tendered properly. (Past NC history of solar installation is bad. V bad. Most of the installations during their time are defunct )

Cost of 2 KW would be around ₹130000. That’s what it was when I was the minister in charge.

Union government share is capped at ₹66000. That means beneficiary will have to pay:-
140000-66000 = 74,000

For 200000 AAY households, beneficiary share will be
About 1500 crores.

The first question is that has the giwvrnemnt set aside this amount in budget. Is there an allocation I. The budget.

STEP WISE IDIOT’s GUIDE TO INSTALLATION AND GENERATION

STEP 1
Evaluating feasibility, evaluating costs, identifying locations, and mobilising resources.

STEP 2
Allocating resources for execution of this project in the Budget.

Step 3

Identifying locations across J & K, across all villages.
Identifying 200000 locations

Step 4
Installing meters at identified locations. That’s probably a Pre requisite.

Step 5
Tendering and giving a timeline for execution to successful bidders.

Step 6
Installation.

Step 7

Payment. The department will take centre share from the union government and the J & K will pay the beneficiary share, against allocations already made in the budget.

NOW SOME QUESTIONS.
-At what stage are we.
-What is the timeline.
-Have resources for this venture been allocated on the budget passed in March
-Will government pay the AAY families under the Direct Beneficiary Transfer mode, till the solar roof top is installed. (if and when the solar roof top is installed).
-At the rate of ₹4.5/ unit it means ₹900 per family per month. That works out 2 crores per month. Till date it is 18 crores and counting.

The government will have to answer these questions. Is there any impediment. I can’t see any impediment apart from government’s lack of will.

I think the AAY families are in for big trouble. I don’t know whether they will get free power.

One thing they will get for sure is the Elctrical meter.

In a couple of days we will evaluate one more point from the winning party, NC’s manifesto. We will evaluate all the lofty promises
