I heard stories it went via Singapore. When major property developments are produced, I heard investment junkets to attract overseas investors of real-estate opportunities "off the plans" was a thing, then once the building was financed, this led to windfalls for banks, local gov, etc. (perhaps also election funding?), any evidence to support these stories?
