But "Azerbaijani nationalists" often convert to Sunni Islam, or even in Tengri paganism. It's very difficult for the believing Azerbaijani Shiites in such an environment.

@soheyl_ir I would like to add, but Shiism in Iran began to spread even before the Safavids. Buyid dynasty Persian origin was Shiite and controlled Iran and Iraq. At the same time, Buyids were tolerant of the Sunnis and made Arabic their official language. Shiism has ancient roots in Iran.
