I already proved to the IOV that I knew how to drive because I came doing so meaning there was no need for me to be tested & that's why he requested for my car and used it to test the rest of the people who were around that day. From there we all went for road sign test.

@philiousmujuni @UgandanGods There was no law broken. I learnt how to drive first and then went to police IOV office, got approved, was given a Certificate of Competence and I was issued a driving permit.

@philiousmujuni @UgandanGods The IOV can only give you a certificate of competence if you can only prove to him that you know how to drive which I did & there was no need of testing me.
By law, you're very right but in reality, it's person who drives the vehicle not a plastic card called a driving license.
