I will explain to you in a way you may relate easier. If Opay sends you a message that they approved you for N1m, until that money comes into your account, you don’t owe it.

If access bank approves a N10m facility for your business, you don’t owe the money until you use it.

You can choose to draw N1m out of it, that N1m is what you will owe even though you can draw up to N10m

Finally, loans from the world bank don’t come at once, if they approve you for $50m, they can release $3m today and release another $7m next year after they review if you are meeting the parameters

All their approvals have loan release schedules and the money is disbursed over years.
