I am compelled to raise this publicly because RIMS Rourkela (affiliated to BPUT) is unlawfully withholding my Transfer Certificate (TC) and College Leaving Certificate (CLC) despite formal grievance filings across State and Central authorities.

This action by RIMS Rourkela directly violates established regulatory and legal mandates:
1. UGC & Ministry of Education Regulations:
UGC has explicitly directed that educational institutions must not retain or withhold original certificates under any circumstances, including fee disputes. Certificates are the lawful property of the student.
2. AICTE Regulatory Directives:
AICTE guidelines clearly prohibit technical institutions from withholding original educational documents after verification, regardless of financial disputes.
3. Binding High Court Judgments:
โข Delhi High Court has ruled that institutions have no legal lien over student certificates and cannot withhold TC/CLC for unpaid fees.
โข Madras High Court and other High Courts have reaffirmed that withholding certificates violates fundamental rights under Article 21 and constitutes unlawful coercion.
Withholding TC/CLC obstructs my right to pursue further education and employment and constitutes clear regulatory and legal non-compliance.
I respectfully request immediate intervention from competent authorities to direct RIMS Rourkela and BPUT to release my TC and CLC without further delay.
Failure to comply will compel escalation through appropriate legal and judicial remedies.
